Therefore, PTT Group has founded Rayong Institute of Science and Technology Foundation to establish Vidyasirimedhi Institute, the first world-class research and educational institute in science and technology in Rayong, Thailand, with the emphasis on knowledge discovery and interdisciplinary cutting-edge research. Vidyasirimedhi Institute is scheduled to open in the year 2015.

 


JOB PURPOSE:


Procurement 

  1. To provide a complete commercial procurement function for all the University’s expenditure with external suppliers responsible for the provision of professional expertise and at the forefront regarding the implementation and development of procurement strategies.

 

Infrastructure (Building and Grounds)

  1. Maintain the university buildings, dormitory, residential areas and grounds in top condition to ensure full and productive use of all facilities.
  2. Apply environmentally friendly principal to the university buildings, dormitory, residential areas and grounds

 


KEY RESPONSIBILITIES, SCOPE FOR DECISION MAKING, DELIVERABLES:


Procurement

 

Manage the procurement plan

  1. Provide regulations related to purchasing/supply and advise management on needed actions for the maximum benefits

 

Procurement execution

  1. Ensure the achievement of cost savings through vendor selections and review, develop favourable contract agreements and resolve delivery and billing problems.
  2. Negotiate with vendors for the lowest costs and incentives in comparison to market price. Managing quality and cost control.
  3. Responsible for ensuring that appropriate authorizations and documentation are obtained for procurement activities with supporting information and coordination from departmental representatives
  4. Facilitate the preparation and submission of purchase orders, contracts and arrangements in accordance with institutional reporting requirements.
  5. Transmit and prioritize approved purchase orders and supporting documents to supplier.
  6. Review, update, and maintain purchase orders until they are closed.
  7. Evaluate procurement performance for efficiency enhancement purpose

 

General Administrative

  1. Ensure that the office material resources are correctly utilized including keep an over watch on the provision of the office equipments and stationeries for smooth running
  2. Implement Administrative policies, procedure
  3. Regulary prepare and keep updates for the Telephone Directory
  4. Responsible for vehicle usage for all staffs including any transportation facility and arrangement
  5. Coordinates travelling schedule, transportation and arrange accommodations for the staffs on business trip
  6. Ensures annual survey/ stock (office supplies) taking is carried out as per schedule
  7. Maintain an adequate inventory of office supplies
  8. Keep an updated record of Fixed Assets
  9. Assist in the planning and preparation of meetings, conferences and conference telephone calls
  10. Coordinate all kind of repair and maintenance work with building and ground staffs
  11. Report any breach of security/ damage to the properties to the head of management

 

Other

  1. Develop and implement outreach program and services in order to enhance the University and public community relationship.

 

Building and Grounds

 

Manage the planning, administrative and budgetary functions

  1. Establish and manage the budget for building and grounds maintenance, security, gardening and cleaning services

 

Security, gardening and cleaning service

  1. Manage and monitor security outsourced agency and staffs
  2. Manage and monitor housekeeping and cleaning outsourced agency and staffs
  3. Manage and monitor gardening outsourced agency or staffs

 

Safety procedure

  1. Control and handle safety management of buildings, residential areas, ground, facilities, utilities, and environment
  2. Cleans landscaped areas and related items (e.g. storm drains, fields, litter, etc.) for the purpose of preventing floods and removing hazards.
  3. Conducts emergency drills (e.g. fire drills, etc.) for the purpose of ensuring students and staffs know the procedures to follow in an emergency situation.
  4. Conducts radon test and carbon monoxide tests for the purpose of ensuring the building is free of radon and carbon monoxide, so students and staffs are safe.
  5. Inform students and other site personnel for the purpose of providing information and direction regarding to the activities, safety issues and/or proper maintenance of facilities and equipments
  6. Monitor students and staffs in and around work areas (e.g. halls, grounds, lunch room, rest rooms, etc.) for the purpose of preventing injuries and ensuring site safety
  7. Perform safety checks on ground equipments and buildings for the purpose of ensuring that they are safe for students and staff.
  8. Ensure parking lots and sidewalks are safe for vehicles and people.
  9. Respond to immediate safety and/or operational concerns (e.g. facility damage, vandalism, alarms, etc.) for the purpose of taking appropriate action or notifying appropriate personnel for resolution.

 

Building and grounds maintenance

  1. Maintain the premise according to Leadership in Energy and Environmental Design (LEED) concept
  2. Applies pesticides for the purpose of controlling insects and weeds in accordance with established procedures.
  3. Maintains job related grounds keeping custodial and other equipments (e.g. hand tools, mowers, vacuums, etc.) for the purpose of ensuring for the availability of equipments in a safe operating condition.
  4. Maintain grounds (e.g. mowing, spraying weeds, fertilizing, trimming, etc.) for the purpose of ensuring grounds are attractive and maintained in a safe condition.
  5. Operate grounds related equipment, maintenance, and custodial equipment for the purpose of accomplishing the job in an efficient manner.
  6. Perform custodial duties when not involved with grounds work (e.g. cleaning rooms, extracting carpets, replacing light bulbs, performing minor repairs, painting, etc.) for the purpose of helping to clean and maintain the building.
  7. Plant a variety of landscaping materials (e.g. lawns, shrubbery, flowers, etc.) for the purpose of keeping the grounds attractive and protecting against erosion.
  8. Prepare grounds (e.g. fertilizes soil, courtyards, flower beds, etc.) for the purpose of providing adequate, attractive and safe areas for assemblies, recreational activities and/or athletic events.

 

Repair works

  1. Repair irrigation systems and components (e.g. valves, wiring, timers, switches, sprinklers, etc.) for the purpose of ensuring equipments and/or components are in proper working order.
  2. Request materials, supplies, equipment, and/or support personnel for the purpose of completing assignments in a timely manner.

 

Other

  1. Develop and implement outreach program and services in order to enhance the University and public community relationship.

 


QUALIFICATIONS:


 

Procurement

  1. Master’s degree (or Bachelor’s Degree with at least 2 years of experience in related field) in Accounting or Finance and related fields
  2. Minimum 2 years of experience in Accounting or Finance
  3. Must be eligible to sign an audit report
  4. Relevant experiences in purchasing/supply in a higher education institution are desired
  5. Self-motivated attribute, good leadership skill and interpersonal skill
  6. Good English, written and spoken
  7. Available for occasional overtime work

 

Building and Grounds

     1. Master’s Degree (or Bachelor Degree with at least 2 years of experience in related areas) in Management of building, facilities, utilities, environment, safety and security or related fields

      2. Relevant work experiences in buildings and facilities management in a higher education institution or the private sector are highly desired

3. Strong written, verbal, and presentation skills

4. Strong interpersonal skill, good leadership skill, and organized disposition

5. Good English, written and spoken

6. Available for occasional overtime work
